On Monday Axios reported Israel had proposed a two-month truce in exchange for the release of all the 100-plus hostages still held in Gaza. The sticking point there appears to be that Hamas wants a “package deal” which would include a second-phase agreement to end the war. For now, though, such talk remains moot, with an Israeli official telling CNN there’s no concrete deal on the table. “But at the same time we can’t gamble on the future of Israel [by leaving Hamas in control of Gaza]. Any deal Israel is looking to seal, says Ziv, would be more likely to come into effect once the Khan Younis operation is complete.

U.S. officials said Israel’s apparent willingness to agree to a cessation of hostilities in return for the release of more hostages being held in Gaza has created a new opening for negotiations. Any new deal would likely include phased releases of hostages, though the White House is hoping that a more ambitious one, possibly leading to the release of all of the remaining hostages, might be possible. The talks were mediated by Qatar, which was negotiating with Hamas, as well as by Egypt. At least some of the officials last met in Warsaw in December, but those discussions stalled over Hamas’s insistence that the remaining hostages be released in exchange for a permanent cease-fire and larger prisoner releases. Israel rejected any permanent cease-fire and was pushing for a shorter pause in fighting.

CNN —Israel has proposed that Hamas senior leaders could leave Gaza as part of a broader ceasefire agreement, two officials familiar with the ongoing international discussions told CNN. Senior Hamas officials are known to live in Doha, Qatar, and the Lebanese capital Beirut, among other places outside the Palestinian territories. That, combined with the “enormous pressure” on Netanyahu and his government to bring hostages home, Miller said, has created a situation where Israel would be willing to propose having Hamas leaders leave Gaza. While it’s unclear whether in private discussions Israel has named which Hamas leaders they would hope to leave Gaza, there is no bigger target than Yahya Sinwar, Hamas’ top official in Gaza. The move comes as the Houthis have launched dozens of attacks on commercial vessels in the Red Sea. Hamas-affiliated media reported early on Tuesday that Israel freed 30 Palestinian children and three women, in the truce's fourth swap. "The released hostages are on their way to hospitals in Israel, where they will re-unite with their families," the Israel Defense Forces (IDF) said in a statement. Israel released 39 Palestinians - six women and 33 minors - from two prisons, the Palestinian news agency WAFA said. The Israeli Prime Minister's office confirmed that 17 hostages held by Hamas in Gaza were released on Sunday, including four-year-old Israeli-American Abigail Mor Edan. The Prime Minister's office said that 14 of the individuals were Israeli citizens, while the other three were foreign nationals. Fifty Hamas hostages are due to be freed over the four days under the terms of an agreement between Israel and Hamas. In the first two days of the temporary cease-fire, 24 hostages were released from Gaza in exchange for 39 Palestinian prisoners. The pause will be extended by a day for each additional batch of 10 hostages released, Israel said in a statement. The group said Israel agreed not to attack or arrest anyone in Gaza, and people can move freely along Salah al-Din Street, the main road along which many Palestinians have fled northern Gaza where Israel launched its ground invasion. Hamas has not released a full list of names of those being held in Gaza. Not all the hostages taken on Oct. 7 were being held by Hamas fighters.

Biden vowed that he would not relent until all American hostages in Gaza were released. Biden had his own demand throughout the talks: Humanitarian assistance had to reach Gaza, regardless of a deal. Israel’s ground invasion plans were revised so fighting could be paused if a hostage deal came together. Talks resumed last Friday, and in another conversation with the Qatari emir, Biden told him it was the last shot at a hostage deal and he had to close it now. Officials also crafted a way to try to entice Hamas to release more hostages than the 50 already agreed to.

Hamas – after refusing for days – had relented in offering identifying information about several dozen hostages, such as their age, gender and nationalities. It laid out how women and children would leave in the first phase, as well as incentives for Hamas to release more hostages beyond that. On October 24, Hamas appeared to agree to the parameters of a deal to release women and children hostages. Hamas would only guarantee 50 and refused to produce identifying information about the hostages.
